enlarging 25mm hole to 30mm hole in 26mm thick iron?

I need to enlarge a 25mm hole to 30mm hole in 26mm thick iron? The reason for this is I am drilling the hole in the middle of iron weight lifting plates so as to mount them on a machine I am building. Do you guys have any ideas how I can do this? I can't use a hole saw as I will just be enlarging the hole. can't use a cone drill as they are just for drilling up to 4mm in soft sheet metals. Thought about using a blacksmiths drill but they are over 200 pounds in this size. Does anyone have any ideas?

I heard what you said but I would still use a hole saw. Buy the correct size saw and a piece of 3/16 to 1/4 steel plate. Drill a hole the size of the pilot drill in the plate. Clamp the plate securely to the weight and use the pre-drilled hole to center the whole saw.

I had to do something similar to a front door recently. I didn't use plate, I used hard wood and a piece of drill stock to keep things aligned. It worked very well, actually better than I had expected.
